When considering a garbage disposal switch location - the sink mounted air switch is a favorite. It uses a standard sink hole or can be located on the countertop (hole required). It's safe, since the button is connected to the power source by an air hose and there is no need to install a new wall switch or under the sink switch if this is for a new installation.
Sometimes getting the plumbing groundwork into a shallow space can be challenging, but it is usually possible to install a full bathroom in most basements. Occasionally a sewage ejector (sump pump) requried, for instance if your sewer pipe exits the basement wall instead of the ground, this is quite rare.
