PLEASE do not rent from this company! I know everyone hates on property management companies all the time, but this is genuinely the worst rental experience I've ever had. NWPPM took over our apartment complex from SMI around November of 2021. SMI was by no means perfect, but they generally took care of maintenance requests and any problems we had within a reasonable amount of time.
The first problem we had with NWPPM was when our dryer stopped drying clothes because of the vent pipe becoming clogged. They did not respond to the first maintenance request we filed for at least 2 weeks, and the ticket was closed after 7 days. We then filed two more requests which were similarly ignored for several months. Finally, we found a number to contact them (every other number went straight to voicemail, I wonder why) and they told us the problem had already been fixed.
It took three more phone calls where they argued with us and denied the issue ever happening, even though our dryer still did not work and the vent tube would fill with water every time we tried to do a load. Finally, four months later, they fixed the issue. Thank god it didn't start a fire, especially when they told us they had already cleaned it and did not.
It costs $3.50 per load of laundry in the shared laundry room, so one might think they were putting it off on purpose, but I'm pretty sure it's just gross incompetence. Our next issue was attempting to get a lease agreement. They told us they only do month to month, which is fine, but we still don't have any type of lease agreement with NWPPM, only with SMI.
Our property manager did get us one with our names spelled incorrectly after about 4 months under their management, but when we tried to email her back to fix the spelling issue she never responded. We assume "Michelle" was either fired or quit, seeing as we have never seen or heard from her again. Every time we call or email for any reason, we talk to a different person.
They still expected us to adhere to their rules, despite the lease that they took over having directly conflicting guidelines. For instance, they refused to let us have a dog because they "don't allow animals" despite all of our neighbors having dogs and us already having a cat on the lease. This brings me to the joys of attempting to move out. I, but not my two roommates, am moving out of the apartment.
They told us we needed to fill out a roommate change request. Okay. They then told us we needed to fill out new applications for the remaining tenants, with the fees waived. Fine, except it costs $75 to apply online and there is no option to print a PDF application on the website. They told us they would reimburse the $150 (total) application fee, but you can see why we didn't believe them.
I called to have them email the applications to us and the person I spoke to told me that 1) I would have to drive from Corvallis to Salem to pick up physical copies of the applications. 2) they did not have a PDF of the paper applications (even though its supposedly on their website) and 3) that she did not know what a PDF is. She emailed me the PDF a few minutes after getting off the phone.
This was a 20 minute conversation. After we (physically) turned in all of the paperwork, they emailed us to say that my remaining roommates needed to fill out 30 day notices (?) and then emailed us to tell us we needed fill out applications and roommate change requests. I feel like I'm in groundhog day. Also, I found mold as I was moving out of my room. I won't say it's black mold, but it certainly is mold that is black. TL;DR PLEASE do not rent from these people. They're not even malicious, they just can't do their jobs.

Based on my experience with NWPPM I must say the other negative reviews are true. I would give 0.5 stars if possible, but 1 star will do. The managers are incredibly difficult to contact, and make you feel like they are upset by the fact that you are contacting them despite the fact that it is their job. They do not take their work seriously at all.
To the managers, it's just a job, but to the people living there it's our housing. I was charged $1000 for a repair that should have only cost $300, a price I was quoted by multiple 3rd party repairmen. On top of that, the repair was for something which should have been the responsibility of the property managers who instead chose to capitalize off the circumstance and force the problem onto the 20 year old renters to make the apartment livable.
It was incredibly frustrating living here because I could tell I was being taken advantage of, but as a first time renter I did not realize something was wrong until after it was too late for the issue to be reconciled, and I did not have the financial means to fight the issue further. Willamette Students do yourselves a favor and live ANYWHERE ELSE.
Do not be tricked by the low rent, it should be lower given the state of the complex. There are better places with more reasonable and competent staff with comparable rent and distance from campus.

STAY AWAY! The don't care about you at all. My maintenance request for a down gutter (including 7 inch nails that sprayed across our deck when it fell) was down from December 19th 2021 until the day we left on March 7th after numerous maintenance requests submitted AND calls (in which I spoke to actual people) AND emails. We didn't feel safe using our deck for 4 of the 12 months, one quarter of our stay at the property, because of the downed gutter.
We refused to put our 5 year old at risk and he LOVED playing out back. Now I ask for the 8th to the 31st of March of our rent back since we paid in full and it's going to be another game of phone tag. I was told that i need to submit a request on their website to get my money back (without explanation because Elizabeth in the office hasnt been trained well or properly for her job). Whoever runs the office is lazy, rude, and doesn't know how to properly take care of people. YOU WILL BE TREATED LIKE A PAYCHECK AND NOTHING MORE.

DO NOT RENT FROM THESE PEOPLE! I have had maintenance requests outright ignored, rodent problems being ignored as well (which they actively lied to pest control that there were no reports of rodents from residents) AND these people do not care about your health, they'll ignore mildew and black mold growing in their walls! They try to lie and fine you fees that are unwarranted, they're actively rude to their residents and expect you to spend gas or bus fair to deliver rent to their office instead of collecting it at the location your apartment is in. These people are aweful! They don't need your money, your time, or even any attention besides one thing; A CLASS-ACTION LAWSUIT.

Extremely rude and not responsive. Upon meeting all application requests and being advised of numerous options in order to obtain residency my application was denied and I was told my application fee WILL NOT be refunded at no-fault of my own. NWPP management states 3-5 business days for application review, it took nearly a month. It's hard enough for people these days and companies like this who extort unfavorable circumstances to simply obtain $55 application fees that can be denied for ANY reason of their choosing is unacceptable.

Do not rent from them if you want your security deposit back. The property I lived in was sold to NWPPM one week before I moved out (I had already submitted my notice to my old property manager). A month after my vacate date, I received my "return of security deposit" in the mail (it had been mailed to my address at their property and not the forwarding address I gave them) and was shocked to find out that I had gotten none of my security deposit back.
I was very clean and not destructive. The total charges for cleaning/fixes conveniently costed the exact amount of my deposit. They charged $310 to fix nail holes that were there when I moved into my apartment (they were painted over by the previous property manager). They also charged a $450 painting fee, and I simply cannot fathom what they needed to paint for that amount. Anyway, stay away at all costs.

I just found out one month after they took over my apartment complex, they raised my rent with no warning. I can barely afford to live here, I don't have section 8 like everyone else. I'm a single mom going to school full time. I have paid my rent on time and faithfully for over 2 years. I feel like I'm being punished for no reason. Property management companies like this are the reason why the world keeps getting worse and worse for working people. My rent is now as much as a mortgage, and I have no outdoor area, no dishwasher, no nothing. It's just a box with walls. Why would you do this to people?

We had been tenants for 3+ years in a house. The owner decided to sell the house. Wanted to show the house during the peak Covid-19 pandemic. We informed the listing agent that we would not grant entry for open houses or showings due to COVID-19 and health conditions of my wife. NW told us we would be in violation of lease IF we didn't grant entry with 24 notice.
We worked out an arrangement with owner to do cash for keys. 2500.00 plus full deposit to be out in 30 days. NW did not respond to emails with questions or concerns about the sale. Made NO attempt to respond to inquiries of other properties we could move to. After we relocated they REFUSED to give us the deposit until 30 days of vacating and turning in the keys.
After their inspection they kept almost 800.00 of the deposit for cleaning carpets and accused us of excessive pet smell from our 2 dogs even though they admitted to the house being spotless and having to do nothing to make it sellable. We had pictures of proof of rodents under the house and in the ductwork. They sent an exterminator out and he laid poison and sealed underneath the house.
They died and that was the smell they disinfected for. But because we could not prove it they refused to give us the money back. DO NOT trust them. Being a good tenant is NOT their priority. It is just MONEY MONEY MONEY! ** star review from me! You have been warned!

By far the worst slumlord I have ever rented from. The employees were rude from the start, especially the older overweight woman who would never look up from her computer and treats you like you're bothering her. Thankfully I am a polite individual because when I signed the lease they went over a section that specifically states that being rude or cussing at staff is in violation of your lease and can be subject to be evicted - which is likely what explains the blatantly rude staff.
The male who reviewed the lease misinformed me by saying the apartment building had a community washer and dryer area. I was on my way to work that day and did not have time to ask to see the "washer and dryer area." So when I got off work that day I literally found a "washer and dryer area" that literally only had washer and dryer hookups. Thanks to this low-level company I spent that year going to the laundry mat.
They also not once gave me a 24-hour notice for anything they did. Anytime they ever came over they would send me a text about an "emergency" and they were on the way. I lived right up the road on D street by the mall which converts to about a 10minute warning before they enter. I lived in a non smoking apartment with an upstairs neighbor who would throw cigarette butts off his balcony down the dumpster area which my entrance was unfortunately located by.
At the time they were charging something like 50cents a cigarette butt to clean up so of course I had to convince them it wasn't me. The area I lived in wasn't safe. Someone tried breaking into my apartment but only managed to damage the frame. When the maintenance guy came over for one of the infamous "emergency maintenance" tasks when I had nothing wrong with my place of living I get accused of kicking my door in.
Next thing I know Patrick Gorham is texting my "you forced the door in.whats up?" I politely reminded him that I have no reason to kick my own door in and would've called emergency maintenance if needed to get in. At this point I decided to move out. I went with a second chance landlord that rents to felons and even they were easier to deal with than pacific property was.
When I applied for my new landlord they called Pacific property and ask for a reference to which pacific property said I owe them money and they were denying my landlord reference. I called Pacific property backup to ask about this money I supposedly owed them and I was told I owe $200 or so for kicking the door in. I paid the 200 dollars to minus my losses, especially since they were raising my rent 100 bucks on a 650square foot single bedroom apartment that's in a neighborhood with high crime rate.
Upon leaving I wrote in my notice that I have pictures before and after I will be leaving and I expect to be seeing my full security deposit returned. It took them almost 2 months to send me about 3/4 of my money back when that apartment was one vacuum steam job short of pristine.

Paid two $55 application fees. Found after the funds were removed from my account that the house was going up for sale. I'm glad they told me then instead of telling me after they received my deposit. 10 days later, I've got one of two of my fees back. Now they are saying they have both been paid and there's nothing they can do. But I'm sure oregon housing authority can.

I have been a tenant in a duplex that is managed by Pacific Northwest Property Management for a little over 3 years. The management team has always been professional, kind, helpful, and honest. Whenever I need something fixed, the maintenance team sends someone out right away and fixes it correctly the first time. When my neighbor left their garage door open and weren't going to be home for awhile, the office staff coordinated between the two of us in order to get the garage door down and the home secure.
My son is disabled and needed the shower doors removed and the maintenance team came over and removed them within a few days. I have looked around for other places to live because the rent has been raised almost every year, but so far this is the best place to live with respect to community, price for the amount of living space + a garage, and the home environment.
